Campus Emergency Operations Plan(Revised 4/07)

  

The Florida Memorial University Campus Emergency Operations Plan (FMCEOP) consists of  five categories of emergencies.  Once an emergency is declared, the campus will be notified by various means:  Clock Tower Intermittent Tone, accompanied by a Public Address Announcement; Communiqué (Memorandum) from the President sent via Email, fax, and hard copy; PA system in the Resident Halls; by local media (radio and TV); by telephone notification.  Soon, we will augment our notification system by using the Emergency Call Boxes located throughout the campus, by using a dedicated emergency channel on the campus Cable TV system; and by contacting students via a cell phone alert system.

All communication means will be used to alert the campus community and to keep you advised during an emergency.  We asked that you remain calm and comply with all directions from Campus Safety, Campus Administration, Faculty and Staff, and to the Local Police that may be responding to the emergency.

The five categories of emergencies and response action you can expect are delineated below: 

Category A  (Chemical or Biological Threat or Situation at  Opa Locka Airport) - Constitutes the most severe and dangerous situation and requires that the following steps be taken immediately:  

  1. That all students be notified to evacuate the campus without delay. This means to leave in an orderly fashion by any and all means possible.
     

  2. That all employee personnel, except those with specific safety and security responsibilities, be notified and required to evacuate the campus as quickly and orderly as possible.
     

  3. That safety and security personnel will check to ensure that all offices, classrooms and resident halls have been evacuated and secured (time permitting), and then to leave the campus grounds without further delay.
  4. That students and employees will be advised to monitor the news media (television, radio, etc.), and/or call Florida Memorial University's information hotline to determine when it is safe to return to the campus.
     
  5. That notification to return to campus will communicated only after the campus or the contaminated area (s) have been declare safe by Hazardous Material (HAZMAT) units.

Category B (Community-wide terrorist alert or terrorist incident in the nearby community; or civil disturbance in the vicinity of the campus) - Constitutes another potentially dangerous situation and requires that the following steps be taken:  

  1. That all gates to the campus will be closed to prevent external activities from entering the campus.
     

  2.  That classes maybe canceled to avoid commuter students from traveling through a declared danger zone in the community.  If classes are in session, and a decision is made to cancel classes, commuter students already on campus will remain on campus in the class room or other specially designated facilities until civil authorities gain control of the situation and authorize movement on local streets.   Resident students will be allowed to remain on campus in their respective resident halls or in other specially designated facilities.
     

  3. That all employees on campus will remain until the local emergency travel restrictions are lifted; employees who have not reported to the campus will be advised to remain home until further notified to report to work.
     

  4. That safety, security and emergency personnel assure that all remaining students and staff are safe, and facilities are secured.

Category C (severe Weather Watch or Warning):  - Constitutes the third and most probable dangerous situation, and requires that the following steps be taken:  

  1. That the entire campus community be put on alert and be advised that a severe and impending dangerous situation could arise within 48- 36 hours.
     

  2. That all safety, security and emergency personnel be officially notified to get their respective units into a high state of readiness, to include mobilize volunteer teams in accordance with the university Hurricane Procedures Manual (Appendix A, Pertains).
     

  3. That the campus community be informed as to the time schedule for future announcements regarding situational updates and additional actions to be taken.
     

  4. That the decision to canceled classes will be communicated at least 24-hrs before the severe weather arrives and that actions be taken to prepare the on campus evacuation center for occupancy.
     

  5. That the university’s Hurricane Procedures Manual, Revised June 29, 2004, will guide subsequent actions (See Phase II, Execution Phase).

Category D (Gunman, or Hostage Situation on Campus) – This category represents a localized situation that threatens a section of the campus.  Under these circumstances, the following actions will be followed:

That campus personnel will be notified of the danger and the active crime scene will be cordon off and isolated.  

That all campus personnel will be directed to designated assembly areas away from the active crime scene (Appendix B, Emergency Zones & Assembly Areas). 

  1. That a decision to cancel classes will be made if the situation becomes protracted (3-4 hrs or longer), or deemed appropriate.
     

  2. That commuter students will be allowed to leave campus provided a safe corridor has been established by the police to facilitate an orderly exit; resident students will be allowed to remain on campus in a secured building(s) or in designated assembly areas away from the active crime scene.
     

  3. That all employees except essential emergency personnel will be notified that they may leave the campus (Safe corridor and exit route dependent) and not report for work until further notified.
     

  4. That safety, security and emergency personnel assure that all remaining students and staff are safe, and facilities are secured.

 

Category E (Localized Bomb Threat or Major Building Fire) –  This situation represents another localized threat and constitutes the fifth category of campus emergencies; actions to be taken in the event of a bomb threat or building fire are as follows:  

  1. That campus personnel will be notified of the danger and the building threaten will be immediately evacuated and isolated.
     

  2. That all campus personnel will be directed to designated assembly areas (Appendix B, Emergency Zones & Assembly Areas) away from the active crime scene or danger area.
     

  3. That a decision pertaining to class cancellations be made within two hours after notification of the threat.
     

  4. That commuter students will be allowed to leave campus, if classes are canceled, provided a safe corridor has been established by the police to facilitate an orderly exit; resident students will be allowed to remain on campus in a secured building(s) or a designated assembly areas away from the active crime scene or danger area.
     

  5. That all employees except essential emergency personnel be notified that they may leave the campus, if classes are canceled and provided safe corridor and exit route is available.  Employees will be notified by local media and other means when to report to work.
     

  6. That safety, security and emergency personnel assure that all remaining students and staff are safe and facilities secured.

Additional Details Related to the FMCEOP

  1. The Vice President for Student Affairs is the senior college official responsible for implementing and directing the FMCEOP.
     

  2. The Vice President for Student Affairs will notify the President of the University when it has determined that one of the five emergency conditions exists and that Florida Memorial University's Emergency Operations Plans should be put into operation.
     

  3. The President approves the implementation of the FMCEOP and immediately informs the Chairman of the Board of Trustees of the decision.
     

  4. The President then contacts the following personnel and brief them on the emergency situation (Appendix C, Pertains):

a. Executive Vice President and Provost

b. Vice President for Business and Fiscal Affairs

c. Vice President for Institutional Advancement

d. Vice President for Information Management and Technology

e. Special Assistant to the President

f. Assistant to the President for Urban Affairs

g. Executive Assistant to the President

 

  1. All personnel that are under the immediate supervision of the President will be responsible for informing their staff members of the decision that has been announced.

a. The Executive Vice President and Provost will notify the following personnel of the decision: 

1). Deans, and the Director of the Library

2). Other management and staff level personnel that report to Office of the Provost.

 

b. Deans, Division Chairpersons and the Director of the Library will notify the following personnel of the decision: 

1). All faculty and support staff that are under their supervision

2). All part-time personnel and student workers

 

  1. The Vice President for Business and Fiscal Affairs will communicate directly with the Manager of the Cafeteria on matters related to the decision and coordinate appropriate campus food service support.
     

  2. The Director of Facilities Management and Plant Operations will communicate directly with the Director of Environmental Services, on all matters pertaining to the decision and implement appropriate supporting plans (related maintenance and custodial issues).

            Note:  Should this position be vacant; this action will be performed by the VP B&FA 

  1. The Vice President for Student Affairs will activate a Crisis Response Cell (CRC), Emergency Operations Center (EOC), or the Crisis Management Team (CMT), as appropriate. The CRC, EOC, or CMT will establish and maintain communications with local safety and security agencies, and direct the implementation of the Florida Memorial University's Emergency Operation Plan directing assigned personnel and any future actions that may be necessary.

  1. The Crisis Response Cell (CRC) will be headed by the Vice President for Student Affairs (or by a designated Cabinet Member- to be determined) and will consist of the following representatives: Chief of Campus Safety, Director of Facilities Management and Plant Operations, Director of Food Service, Director of Residential Life, and Director of Public Relations.
     

  2. The Emergency Operation Center (EOC) will be headed by the Vice President for Student Affairs (or a designated Cabinet Member – to be determine) and will consist of the following representatives:  Chief of Campus Safety, Director of Facilities and Plant Operations, Campus Safety Officers, and other personnel as deemed appropriate.
     

  3. The Crisis Management Team (CMT) will be activated to direct the campus response to a sustained crises, this team will be model after and have representation similar to the CMT delineated in the Hurricane Procedures Manual dated June 29, 2004, on page 1, Appendix A.
     

  4. The CRC (or CMT) will convene either in the Campus Safety Dispatch Center or, in Albert E. and Sadie B. Smith Conference Center (or as directed).
     

  5. The CRC (or CMT) will promulgate bulletin updates NLT 8:00 am and 4:00 pm Daily, and keep the President and Cabinet abreast of EOP execution status.

 

  1. The President through the Vice President for Institutional Advancement shall be responsible for making all official announcements.

  1. The Vice President for Institutional Advancement, through the Office of Public Affairs, will ensure that all official announcements are promulgated and disseminated to the news media (Newspapers, television and radio) in a timely manner.
